On Mac machines difference between pictures folder in Finder and photos in Iphoto.

Can Pictures Folder in Finder be transferred to Iphoto Pictures on the same machine? How?

Can Iphoto Pictures be transferred to Pictures Folder found in Finder on the same machine? How?

Yes. Open iPhoto then drag any pictures in the Pictures Folder and drop them on the main iPhoto window.

Can Iphoto Pictures be transferred to Pictures Folder found in Finder on the same machine? How?
Yes. Open iPhoto and drag any pictures that you want from iPhoto and drop them in the Pictures Folder.

The Picture folder is just a folder for pics. The folder is created by the System when the user account is created.
iPhoto stores it's pics in a separate database which is kept (funnily enough) in the Pictures folder (unless you've moved it).
