Can't Reset an iPhone 5

I bought a used iPhone 5 off eBay and the seller forgot her pass code. The phone is named after her, so I don't think she stole it.

I tried using iTunes to reset back to factory specs, but it doesn't work. iTunes doesn't recognize the phone. How can I reset this?

You can't without the passcode. Return the iPhone to the seller, get a refund, and let her figure it out. You did use PayPal, right?
