how do l delete an old icloud account

it is so frustrating, l went to https://idmsa.apple.com/IDMSWebAuth/authenticate and when l put in the icloud account, it says "This Apple ID has been locked for security reasons. Visit iForgot to reset your account (https://iforgot.apple.com)." so l visit https://iforgot.apple.com and input all l can but don't remember the answers, so how can l resolve this and put in my own active icloud account??

Give Apple customer service a call on their 800 toll free line and explain the circumstances. They should be able to solve it for you.
