1. is there a way to change Trackpad settings so just 1 click will open icons on the desktop?

2. When I click the red X to close a program it does not "quit", it just closes the tab. Is there a way to change that so when I click the X it "quits" the program?

1. Ths is not Windoze it is Mac OS X. If you want applications to open with one click pop them in the Dock, otherwise two clicks.

2. The red button quits nothing but merely closes the window. Use the Quit command to close. Or a short cut Command + Q.

Sorry, but there is no setting that will give you the Windows option of hover over to select and click to open.
