Time machine info needed

I purchased a 3tb external HD and will backup my MacBook Pro with the time machine app. My question is, can previous external hard drive files be added to this EHD in addition to the Time Machine backups?

TimeMachine will only backup your internal system disk.
If you want to include data from external disks, have a look at Carbon Copy Cloner or SuperDuper!

If you just want to add files to your external that has TM backups, I strongly advise against that.

I can't just create a folder on new EHD and just move the files from the old EHD to the new one?

Yes you can, no problem.
Just understand that if your backup disk fails, you not only loose your TM machine backups, but also data.
( That is probably not backed up )

The choice is yours really.
