popup blocker

I get a message when trying to open attachments "could not open window, if you have a popup blocker installed, please make sure it is disabled". I have disabled popup blocker in Safari (preferences) but does not work.

Please provide information on your computer (model/year), OS X installed, and Safari version being used. Also by 'open attachments' from where are you attempting this opening, i.e. w/i Safari, in your mail app, and/or elsewhere. Dave

27 inch late 2012, OSx V10.9.4, attachments are articles from e-mail (AOL) news feeds, downloaded videos, even the action required e-mail for this forum. Some I can open in a new window.
