Can't boot up Mc Pro Lion 10.7

Unable to boot up Mac Pro Lion 10.7. Tried safe load. No joy.

Tried shift/command/R and P got to recovery pane, but unable to download Lion software to reboot. Is it possible to get contents of hard disk copied before reloading software from start disk, and losing all my data?

Yes. Buy a SATA to USB hard drive carrier or adapter and remove the hard drive from the machine. Attach the carrier to another Mac and copy your data or clone it.

Have removed the hard drive, but haven't got access to another Apple just at the present time. Will a pc read the data from the hard drive?

Windows can not read a drive formatted to the Mac file system without a special driver. You can purchase a driver from Paragon Software to install on your Windows machine that will allow read and write to the Mac file system.
