how to run authorized script if "no shell".

Hello;

Is there a way to set up a script to run on a Mac using OS-X under workgroup manager where the user shell set to "no shell" for security reasons?

I would like to have "regular users" have no shell but be able to run this pre-written script to perform an important function that is an "approved exception".
