So the subject title sort of explains the problem at hand... htpasswd is not recognized as a command, and apache is running because I can view the 'test' webpage just fine.

Thank you in advance!

What happens if you search for it:
Code:
which htpasswd

Check your $PATH

/usr/sbin should be in your PATH (as noted by cradom). Are you using stock Apache or a different build?

not there

htpasswd is not in the sbin.
I believe that I'm using apache2, however I'm not 100% certain [not very educated with apache].
httpd.conf is within an apache2 folder, but to start/restart apache I merely use apachectl

I hope that can be of use, and I appreciate the help thus far.

I can only think of two solutions: restore it from a backup (it was there at some point) or install a fresh copy of Apache which would require some compilation on your part since they don't seem to ship binaries.

...

Alright. htpasswd isn't in /usr/sbin on either of my Macs, which would lead me to believe that it is because I am running the Yosemite beta on both. I've never used Apache, and do nothing to seriously change any defaults in my computer. We'll see if the full release of Yosemite fixes the issue.

Thank you for the help.

That's an interesting theory but it appears that Apache is included with Yosemite (source).
