emulator of MS VS2013 IDE for win phone 8 - it will not function?

running win 8.0 in Mac VM eg vmware player - emulator of MS VS2013 IDE for win phone 8 - it will not function?

We need a lot more information than this. What version of OS X are you running? What version of VMWare Fusion are you running? What have you tried? What have you not tried? Did you get error messages?

You say "it will not function?" - are you asking us if it will or not or are you asking us why it won't?

The emulator has to run in Windows so it would run in the VM.

It does not needed windows hardware direct access - not from vm? I have vm win 8 in win 7 but get errors on win 8 phone emulator... What about in a mac?

I have no idea if it needs access to the underlying hardware (I've never developed for WP). What do you mean by on a Mac? The SDK, as far as I know, is Windows only.

As I asked earlier, what error messages do you get?
