iCloud Storage

Hello. I have recently (today) decided to stop getting those warnings saying I have no room on my device, and I purchased 20GB of iCloud storage.
The problem i'm running in to is that it says that I have 16.9 available iCloud storage, but I cannot import a movie that I have on the cloud onto my iPad which has plenty of space. Right now it says that I have 3GB for my iPhone and 3GB for my iPad. Can I get more for these devices?

You don't have "plenty of space" on your iPad if you only have 3 GB of free space left. Same for your iPhone. You need to dump some stuff from both devices if you want to load things like movies on them. And no, you can not add storage space to your iPad or your iPhone.
