Is it possible to text with an Ipod touch if you have a WiFi connection and is it sent to a phone # or e-mail

I no longer have an iPod Touch here at home to test with, but I can not see why you couldn't do what you propose provided you have a WiFi connection. You can try it out on your own home network with your Messages.app. Just send a test message to yourself or to a friend.

For future reference: without the help of third-party apps, the answer is no. Text messaging (SMS) relies on cellular technology to work, and the iPod touch can't use cellular. However, iMessage makes it possible for iOS users (like an iPod touch owner with Wi-Fi) to "iMessage" another iOS or Mac users without using cellular. Of course its limited to just other iOS device users (any iPhone, iPad, iPod touch) or Mac users who have Messages installed.

Other third-party apps (like Skype as an example) can take "text messages" and relay them to cellular devices, usually at some minor cost.

You could just use a cross platform messaging service like Viber, WhatsApp, Hangouts, Facebook Messenger or Skype. While you would have to find one that your peers use, this would be the easiest solution.
