Are you clicking on Mail in the Dock and using Apple Mail version 7.3? This is only an alias.

If so try directly from the Applications Folder.

Sounds like this was on a MacBook, Pro or Air? if so go the clean install route as updates somtimes do cause problems. First check your Mail Preferences and make sure your account and mail servers are correct.

You will need to boot to the recovery partition (hold down command + r) and reinstall Mavericks in order to get the Mail application back. Hopefully, you've been making backups of all your data.
