My drive crashed and I had a new drive and 10.9 installed. I am not receiving my emails. I went on the Cox server and emails are there but never downloaded to my Mac Mail box. I know there isn't a problem with the Cox server because I am receiving emails on my laptop running Win. 8.1. I have no problem sending emails. What could be the problem?

Generally this would indicate that you've a) not added the Cox account to Mail or b) you've gotten some detail in the setup incorrect. Carefully review the setup data on your Windows box and on your Mac Mail and chances are you'll spot the issue.

It appears to be working this morning. I'll just see what happens. It may have been some kind of glitch.

It's happening again. My emails are taking hours to get into my inbox. The messages are on the Cox server. I've never had this problem when I was running 10.6.8. The setup then was POP3. Why is this happening? On my laptop, the messages are received almost immediately.

What protocol are you using now? It sounds like you may have switched from PoP mail to IMAP and you do not have it setup correctly as pointed out by chas_m.

It's set up as imap. I had no other option for setting up Mail on Mavericks. I downloaded Thunderbird and a i'm having no problems receiving mail.

How would I remove Apple Mail? I don"t need 2 email programs running.

Is Post Box a reliable email program?

Leave it be. It'll only run if access your mail with it, otherwise it's dormant. I've never used Post Box so I can't comment. If you're using Thunderbird successfully, you shouldn't need another program. Thunderbird also includes an excellent NNTP news reader.

I've decided to use Thunderbird for my emails since MAIL is not working for me. Should I just leave MAIL as is or should I delete the two accounts set up in it?

As I stated above, leave Mail as is. Don't delete any accounts, just continue to use Thunderbird if it's working for you.

And don't remove Mail from your machine. Leave it on your machine - you'll save yourself possible future headaches (this goes for all apps native to OS X).
