Open Finder and look in Applications for iPhoto. Double click or drag it back to the dock.

Which version of OS X originally came with your Mac? If it was Snow Leopard or earlier, you should have disks. Usually the second disk in the set has the applications on it. If your Mac came pre-installed with Lion, Mountain Lion, or Mavericks, there will be no disk included. Therefore, if you have really somehow lost iPhoto or it was deleted, you'll have to download it again from Apple. Or, you can download the free Picasa app from Google.
