I have had this exact same questions and it took me ages to work out a solution. My situation was the same: two different itunes music libraries, husband and I each have our own phones/ipads, however we recently started to share a computer - each with our own admin login.
The solution? Matching the credit card listed in the payment method of our iTunes account. His account was attached to the computer, and I edited his account to put my credit card information on his account. Once I did that I was able to log in and check the iCloud Library to be able to use iTunes match on my account.
