System Preferences not operating

No bueno.

I.m trying to set up my Time Machine with the external hard drive and nothing is cooperating. The systems won't open, and I can't set up the time machine unless it does, correct?

See my reply to you concerning backing up your photos. You don't need to use Time Machine to do that. We can discuss setting up Time Machine a bit later if you prefer.
