I have an iMac and a Macbook Pro both running Mountain Lion.

I enable File Sharing in Preferences on the iMac. There is nothing in the Shared Folders list.

When I log in from my Macbook I believe I should only see the iMac's public folder. Instead I see the whole machine.

Am I doing something wrong?

If you are connecting with an admin account you will see Macintosh HD, if you are connecting with a standard account you will not.

You will also see the home folder of the user account you are connecting as.

Recap:
Any user can see the public folder of any user by default. The logged in user will also see their home folder and an admin user will also see Macintosh HD.

Standard users are also a member of the group "staff" so if applying permissions, take this into account. Admin users are part of the group "wheel".
