On my 10.9.1 install that area says Recent Items. The drop drown menu controls how many items appear in the Finder Recent Items list. Wonder if you are having a font corruption issue? Any other dialogs acting weird?

thats all I see so far. I installed mavericks on a formatted partitioned external usb HD to test things out. I rebuilt permissions.

My System Preferences General dialog looks the same as yours, however, I know why it's doing that.....

Do you have the "TinkerTool" application installed? If you do, open the app and select the "Fonts" tab. Now click on "Default". That will fix it. :)

I have TinkerTool set to enlarge some menu item fonts. It's good and it's bad at the same time because it does make some menu items larger but distorts others. Best to leave it at the default.
