My iPad is running so s l o o o o o o o w l y and sometimes freezes. I feel I need to re-install iOS 7. How do I do this please?

How much free space is on it?
Powering off every once in awhile to totally free up the memory can be quite beneficial.
I recommend keeping 2 GB free space.

Slow running
I have to power down at least 2-3 times per week. I have 49G space so don't think this is the problem

In that case, a restore (or reinstall as you say) would be the next thing I'd try.
