Am I understanding that you want to bring in a piece of music recorded at a very low quality sample rate?

16-bit is generally understood to mean 24khz -- about half of what is considered standard CD-quality sound. You'd use 16-bit for something like a vocal lecture in mono, or crappy AM radio quality sound.

It won't matter to iTunes what the sample rate is, but it will make a big difference in the quality of the sound. I hope that answers your question.

PS. No need to use "Add to Library," just drag the sound file onto the iTunes icon in the dock or, if iTunes is already open, into the main window.
