Using airport for my home local wi fi network without password. A window popped up today saying that someone already on network already using same IP address. Does this mean someone hacking in either locally or from the web?

Using Airport Utility click on it and view your wireless clients if its only you with one wireless device it will only show one but if you have a smart phone,pad or other wireless device you will see an address for each.
