It's perfectly possible, just tried it.

Can you give a few more details?
1. iOS version
2. errors or feedback from SIRI?
3. At what point is it failing?
4. Does the recipient have a facetime compatible device?

Siri replies that it is unable to connect on THAT NUMBER!!! it should connect on email address!
3. Right at beginning of attempts to call contact on Siri!
4. Yes, contact does have an iPad! I have tried a few FaceTime contacts all of whom I am able to call if I do not use Siri!
Many thanks for any help you can give!9

If you go into your contacts for that person do they have facetime listed on them? and are you able to initiate the facetime call from there?

It sounds as thought the contact your trying doesn't have the email address you're using set as a facetime usable address on their device
