4s black outline acting like cursor

How do I turn off the black outline that acts like a cursor? I have to tap once to move the cursor which appears with a black outline around it -and then have to double tap that to make function. For instance -for instance I cannot slide to unlock phone, I have to first tap on "slide to unlock phone" which puts black outline around those words and then I have to double tap on that to unlock phone.

Guest
You appear to have inadvertently activated one of the Accessibility options. Check this under Settings --> General -- Accessibility and turn everything off.

I can get as far as the settings screen -but can't move the screen to get to the general

Tried it again and was able to get in -it seems to have worked --Thank you -much appreciated
