SMS is a phone technology. Thus, you can't send SMS natively from OS X. Some carriers have a web based version but that all depends on your carrier.

Since Macs don't have cellular connections, they can't send SMS messages. Apple has a technology called iMessages that mimics the behaviour of SMS but actually uses Apple's servers through any available kind of Internet connection, free of charge. The catch is that you can only send iMessages to other Macs or iOS devices, not a Droid.
So for example I can send "texts" to my wife from my Mac because she has an iPhone. I can't send texts my pal Dan from my Mac because he has an S III. I can send both of them SMSes from my iPhone.

Also, it's possible to send a text by emailing certain addresses. For example, I can text my wife by sending an email to a certain Verizon address.
