Safari not always asking to save passwords

Running Mavericks with Safari v7 but the new version is not always prompting to save a password. This means the auto entry does not work if that password is 'never saved'.
Since there is no way to edit passwords in Prefs I am still using 1Password.
I was hoping to save myself the $60 1Password costs in future.
BTW of course all necessary checkboxes are filled to make it work.
