Downloads not opening in Preview

As of this morning I am unable to open my downloads. I get the message "The application "Preview" can't be opened - 1712". Is this a new problem or just with my computer?

Its a time out error are you using an Office Program to open this as it may require one?
If its just a PDF try opening Preview first then try and open the PDF.

What kind of file are you trying to open in Preview?
