Mail stored on hard drive?

I'm baffled. I just had to change Internet hosting companies for our web site hosting which also provides email boxes. Messages from the old company's servers is supposed to transfer over but have not yet. Older emails are showing in my Mac Mail Inbox but when I try to open them I'm seeing the spinning wheel with a message "loading" and they never open.

This is a POP account. I thought, with POP, when you retrieve an email from the server it is downloaded to your Inbox, which is on our hard drive. So those old emails should open. (I know IMAP is different and you are just viewing them on the server.) I went in to Time Machine and tried to find important emails but could not.

But my confusion is about POP and are emails actually, permanently downloaded to your HD?
