Apple-Preview Help

I was wondering how, using Preview, I can remove the red/pink dots around the outside of the decal. Yet at the same time I want to have a smooth outside and same thickness.

Preview certainly can't do that. It's not a graphic design/illustration tool, it's a viewer with a handful of basic cropping/annotating abilities.

What you're looking to do there would require something fairly sophisticated, like Pixelmator at a minimum.

Do you know of any free tools that could accomplish this task?

The open source free application GIMP can do it, but may be difficult to learn.

He asked for a "free" tool or app. Pixelmator was already suggested by chas_m but it's not free. GIMP is free.

Okay I got GIMP but now what tool(s) should I use? It is kind of confusing.

Like I stated above, GIMP is difficult to learn. However, once you master it, it can do things that only the more expensive Photoshop can do.
