IOS Paid Software Question

Hi the last time I programmed is COBOL many years ago. Is their a software that could pay for that I could use to pretty much do a APP without learning programming. Or even a software that i could type in a website url from a site i own to create a app for that website.

There really isn't any website or software that will do it all for you..you have to learn to do the programming to get it really done..
