Can the Ibook App work on the Mac book Air, or is it only for the IPad /IPhone /IPod
as they have great books in the IBook Store.

At this time - it is an iOS only app - it's suppose to be coming to OS X 10.9.

Personally, however, recommend you look to Amazon for ebooks.
You'll be able to read them on practically any device you own - Windows, OS X, iOS, Android, and Kindle.
