Not sure I believe this guy's results. He asserts that Apple is the one who at the request of carriers has altered the code to limit bandwidth. That would mean as it applies to iOS, yet, he goes on to say that it doesn't effect T-Mobile. What? Does the iPhone 5 by T-Mobile use a different version of iOS? I don't think so.

I have had iPhone 5s on all carriers and the slowest in my area was sprint when on 3G. On LTE I was getting 50mbps down on verizon 20mbps down on sprint and 15 down on AT&T. I dont think apple is doing the throttling.
