New calendar doesn't go to iCloud

When I create a new calendar it goes automatically to "On my mac" and not to "iCloud" so it does not sunc to my iphone. Does anyone n=know how to transfer the new calendar to iCloud?

When I go to File -> New in Calendar, I am offered the option of making it local (On My Mac) or cloud-based (iCloud). Are you on at least 10.7.4 or higher?
