iPad video question

2010 MacBook Maverick 2.4 GHz Intel Core 2 Duo 4 GB Memory
I know the iPad doesn't support flash, but I just received an email with video and attempted to open in on my iPad and got a pop up saying I must download flash, yet I was able to open and watch the video on my iPhone. Is this normal that the iPhone will play a flash video but the iPad will not?

Any thoughts from anyone?

It's not a flash video as there is no flash on the iPhone.

I'd send the file to your Mac to find out for sure what type of file it is.
