In Photoshop cs4, crop does not work

OS X Version 10.7.4, Lion
I am running an iMac Lion 10.7.4. Using Office 2008.
While running Photoshop CS4 I have the following problem.

My "Crop" does not work. When I drop "Image" the Crop is shadowed. It is not active. I cannot crop a picture

By drop do you mean you're opening the Image menu?

If so this will only work if you have a valid selection made already.

If you want to select and crop in one action you need to select the crop tool from the tools palette

Thank you for your response.
I might not have been clear.
When I go to the Photoshop tool bar and click on "crop" the indicator appears on the photograph but, it will not crop. When I go to the tool bar on the top and drop Image, the "crop" life is there but it is grayed out and will not work. Some how I have done something to stop the crop working.

What exactly happens?

If you make a selection then choose crop from the menu what happens

Do you have layers at this point? I'm not too sure can crop while you still have layers. You may have to flatten it first.
