I'll file this rumor under "I'll believe it when I see it". I just don't see them fighting for market share at the low-end. They already have "free" and "low cost" iPhones (4, and 4S respectively). There's no reason for them to develop a specific model for the low-end market.

I could be wrong... I was wrong on the iPad Mini, but this just doesn't make any sense to me.
