If you have Outlook 2011 on the Mac you can use the import feature of Outlook 2011 to import a PST.
However if you want to use Mac Mail and not Outlook 2011 the easiest option is to install Thunderbird on your old PC. Import the PST in Thunderbird. Then export the recently import mail from Thunderbird to MBOX format. MBOX can then be imported to Mac Mail.
