Apple blocking older version of Flash Player plugin on Safari

So, is this an update to Safari, or can Apple just block stuff on a browser remotely? I don't see anything on a new Safari version on "The Google", but I miss things sometimes.

Apple hasn't released a new version of Safari in four months so they must be able to trigger something in an update somewhere. I'm guessing that Safari depends on some sort of database that is updated as part of an OS X update.

Some quick research suggests that it is indeed XProtect that was updated. My concern is the silent definition changes - why aren't users warned of this beforehand?
