how to use Icloud on Ipad

I have purchased the app Pages on my Ipad. I have the Ipad set up for Icloud storage, but I am unable to get a document that I have stored from my desktop to Icloud onto my Ipad. What am I doing wrong?

21" iMac 2.9Ghz 16GB RAM - 10.11.3, iPhone6s & iPad Air 2 - iOS 9.2.1, ATV 4Th Gen tvOS, ATV3
Under Settings>iCloud on your iPad, make sure you have Documents and Data turned on. Then also in settings, scroll down until you see Pages and make sure 'Use iCloud' is on as well.
One other thing, under Settings>iCloud if you are not near a WiFi network, you will need to use Cellular Data and this will need to be on under iCloud settings for you get get the document in the cloud.
