We have Pictures in Finder and we have iPhoto. May I organize them exactly the same?
In the iMac what is the relationship between Pictures and iPhoto. If I have just iPhoto is it OK and safe, or is it better to keep both?

Use iPhoto by all means. It will organize your photos by event and keep your photos in its library. With iPhoto you can even edit your photos in order to remove red eye, clear up poor focus, and many others. If you like, you can keep your photos in both places.

My iPhoto Library is in the Pictures folder in my account. If your photos are in the iPhoto Library, it's redundant to have copies somewhere else. That's not like a backup. If your hard drive dies, you lose 'em from both locations.
