There is so much we need to know first. Like, how may photos, in what format (gif, JPEG etc), the average file size in kilobytes, megabytes. Where are they currently stored eg iPhoto. Whether they need to be re-sized or whether you want them in HIRes, and so on.
What I would say, even at this stage, is that if you must use CDs (as opposed to EHD), then I would not use rewritable disks myself. Use CD-R or CD+R according to your machine and from a good company. Personally, I find Verbatim very good.
