Does the AirPort Express work as a Wi-Fi station outside of home?

The Apple Store page says that it is "a powerful little Wi-Fi base station." I'm wondering if it works while traveling. (I know it says "base" station.) For example, if I went to Europe and the hotel didn't have Wi-Fi, would I be able to use the AirPort Express to join a Wi-Fi network set up on it (Is it possible to set up a network on it?) and access the Internet?

If you are traveling and the room has wired Internet, you could plug the AE into that connection and make a wifi network.
