Advertisement in push notifications

Can you push targeted advertising from a deal aggregation app or is this against the Apple T&C. Some apps are doing it already, but there seems to be a fine line. The advertisements are not going to be for the app itself, but for 3rd party deals. They will only be sent if the user has opted in to receiving deals of e.g. clothing in a 20km range. At first glance this seems to be not allowed by Apple unless you use Passbook. Does anybody have any experience in this?
