Pages: Scrolling a PDF on an iPad

So I'm thinking this is a long shot question but here goes:

If I create a document in Pages and export as a PDF and then view that PDF on an iPad, most pdf readers are going to utilize a uiscrollview to display the pdf and have the vertical scrolling break in conjunction with the page height of the pdf. So, scroll, stop at the bottom page 1/top of page 2, scroll again and stop at bottom of 2/top of 3, etc.

But say I am working with a custom document that is 22 inches in height but we want scroll breaks at 10 and 17 inches. Is there a way to put a break in the document that a pdf reader would pick up on?

I'm not sure setting bookmarks or inserting a blank page (using Preview) would work but you can give that a try. I know it's possible with Adobe Acrobat Pro but that would be an expensive solution.
