mac is not allowing me to do this

I'am having a problem uploading a file I downloaded to desktop. When I choose the file to save to be uploaded the response is choose a html file?

1. Go to DOWNLOAD Belarc Advisor .
2. Click on Run to install the Belarc program.
3. The Belarc program will now be sitting on your desktop.
4. Double click the icon on your desktop to run the program.
5. Belarc will run and show you a report.
6. In the top left of the screen, click on FILE, then SAVE AS.
7. Save the .html file to your desktop.
8. Click “Upload Test” button and upload the file you just saved to your desktop.

Also, you can get similar information on your Mac, just by going to the Apple menu and choosing About This Mac, then 'More Info'. You can get more detailed information (in newer versions of OS X) by clicking "System Report".
