Who writes these headlines and do they not read the freaking article they're writing a headline for prior to writing a headline?

"NYC mayor blames Apple device thefts on crime increase"

is not the same as

NYC mayor blames crime increase on Apple device thefts".

Where do they get these writers???

NYC mayor blames a bunch of stuff on a bunch of other stuff all the time. He even goes to other states to blame NYC problems on stuff going on over there. Freaking dolt. Did the ATF ever give him a pass on those straw purchases he sent others to do in Arizona?
