how can i enable a MacBook Pro which the USB was disable automatically by the system due to over or high current.

It should reset itself after a bit. Sometimes a complete shutdown and restart will reset it. If neither works to enable the ports again, try resetting the SMC. See the following Apple KB article: LINK
