Automatic Sleep problem

My Mac will only go into sleep mode as set in the energy saver preferences if I disconnect built-in ethernet manually. I have tried setting the network preferences for PPPoE options to "disconnect if idle for XXX minutes." But the computer ignores this and remains connected. If I disconnect built-in ethernet manually, the computer will go into sleep mode as scheduled. Pushing the power button will also disconnect and put the computer to sleep. I am using a G4 iMac, OS X 10.3.9, Verizon DSL. Any ideas why the Mac will not automatically disconnect?
