Cant switch applications at all

I was playing team fortress 2 through steam when a 15 minutes announcemy popped up (i have a time limit) that brought me back to finder. I tried to get back into tf2 but the dock didnt pop up. I went to dock options and turned hiding off so the dock popped up but then I couldnt click on anything. I still could click on anything in finder but not chrome or stean windows. Also cmnd+tab didnt register. Other than that everything in finder works but I couldnt change applications. I tried restarting but I still couldnt change applications.
