child access help

My niece has a new mac I am not mac litterate but I am PC literate I need to know how to restrict or remove one of her childrens access to the system he is out of control with his internet access, can you direct me to user accounts I am going over there this weekend to help her out with this. Hopefully I will be able to find it myself but asking knowledgable mac users sure shuold help

Your Mac's Specs
15" Powerbook G4 • 24" iMac • iPhone 3Gs
Go to System Preferences.
Click on the Accounts preference pane.
Click on the small plus (+) sign on the bottom left to add a user. (If she's not already on there)
Set her account to "Standard".
Go to "Parental Controls"
Click the Finder icon.
Click Configure.
Click "User Needs: Simple Finder"
You can then edit a lot more stuff right in that window.
